Lubos discussed this problem with the Qt engineers responsible for the
new graphics system a while back, but he wasn't able to convince them
that there was a problem with their implementation.

I don't know if there is a policy, but there is an applied:yes/no field
in the patch files that the apply_patches script uses.

I imagine this will become less of a problem when there is an official
git repository available for Qt though.
