Cause that's the way prefix and suffix are handled for bullets in OO.org + 
it's written in the specs that they only apply for numeric items.

Because I failed to find a reason / usecase for it by my own. If you thing, 
there is one then let's enable it again (but in that case we may need even 
more code to at least set an empty suffix if switched from e.g. "1." (the 
default numeric) to a bullet since else the result just looks broken imho).
