AM_GNU_GETTEXT has to put some stuff in config.h, upon which gettext.h (in 
kdecore/) will decide about further includes and call definitions. Also, 
if there is some trouble with Gettext, AM_GNU_GETTEXT will give 
--disable-nls in configure to disable localization, so that developers can 
go on with their work until problems are resolved.

(By temporary I mean that eventually scons system should provide 
replacement for AM_GNU_GETTEXT).
