We don't create index files for mail spool files. We treat those spool 
files as folders without index file. Since we always fetch all messages 
from the spool files it doesn't really make sense to write an index 
file (because we'd write an empty index file which would obviously be 
out-of-date as soon as a new message arrived in the mail spool).
