We don't create index files for mail spool files. We treat those spool=20
files as folders without index file. Since we always fetch all messages=20
from the spool files it doesn't really make sense to write an index=20
file (because we'd write an empty index file which would obviously be=20
out-of-date as soon as a new message arrived in the mail spool).
