CVS commit by mueller: 

- more strlcpy configure check to admin/
- add assertion check that size_t == unsigned int
- use unsigned int in fake prototype declaration of strcpy to 
  avoid having to include sys/types.h which destroys required include order
- removed mkstemp check, mkstemps should be preferred which we provide a fake for
