It depends on what you mean. We have to name the directory "hicolor" until 
KDE4 because that's where 3.0 based apps install their icons to.
But I don't see the meaning of your first question. Can you elaborate it, 
please? The whole idea behind creating that "default" icon theme is that 
we can change the default icon theme much more easily (note that it's the 
first time we've done it) and with less changes in the future.
So to put it brief, 3rd party apps don't have to change anything about 
where they install their icons, they previously had to install to hicolor, 
and still have to do so (and in the future).
