cr icons are preferred and will be used when available instead of hicolor 
ones, as you're installing both, the hicolor icons will _never_ be used.
Why installing them then ?
Instead, if you install them from the kdeartwork/kdeclassic icon theme, 
then they're nicely used and there's no problem about that.
Can I know now why do you want to distribute the hicolor icons as well as 
the crystalsvg icons in your applications ?
