Well, the reasoning is that if you have e.g. kdelibs installed in a "debug" 
build on Windows, and you do a "debug" build of some app, you need 
the "LOCATION_debug" for the libraries.
But if your application has a custom build configuration "foo" with your own 
special settings, then you should still get some kde libraries, that's 
why "LOCATION_foo" would also return something (just not the exactly fitting 
config, since that doesn't exist).
