After reading into several of those bugs, they're actually different (shift
related bugs that point this one, a ctrl "replay" that wanted to trigger ctrl
and failing assignments in general)

Just file a new bug.

The worst khotkeys bug is actually bug #343891 since it means one cannot on
anything one attempts to configure (assigning ctrl could have indeed failed
randomly ...)

kglobalaccel is a global shortcut handler - it holds passive grabs on the
keyboard and when it sees a known combination, informs the interested
application.

One of those applications is khotkeys, which does random configurable things in
return (where "normal" applications would have a set of predefined actions,
like kwin to switch the virtual desktop etc.)
