The worst khotkeys bug is actually bug #343891 since it means one cannot on anything one attempts to configure (assigning ctrl could have indeed failed randomly ...) kglobalaccel is a global shortcut handler - it holds passive grabs on the keyboard and when it sees a known combination, informs the interested application.
