OK, so you're using KDE4 packages.
Seems to me you've been hit by BUG 343718, that I thought resolved.

Can you please do:
* launch "kdebugdialog" and search "wallet" ; you should see en entry labeled
"285 kdeui (Wallet)" ; tick the checkbox if it's not already in that state
* close kwalletmanager with File > Quit command
* launch a terminal (e.g. konsole) and execute these commands, without closing
it afterwards
$ killall kwalletd
$ kwalletd
<now keep the console open to see kwalletd output>
* launch kwalletmanager (I'm sure you're not using kwalletmanager5, with a 5 at
the end).

Is the terminal showing kwalletd output? If yes, could you please post it here?
