Nope.
It's however only displayed if there're >= 2 screens available ("kcmshell4
kwinoptions", 1st tab) and should actually also adapt to screen count changes
(does here)
If it's not despite, please post the output of
qdbus org.kde.kwin /KWin supportInformation
and
xrandr -q
