I didn't marked this as Oxygen's bug, that was done by Christoph Feck.

When I create new user and login as it, there isn't any ~/.gtkrc* but GTK
Oxygen theme is used for `/home/test` but not for `/home/tēst`
When I change GTK style then `~/.gtkrc-2.0` and `~/.gtkrc-2.0-kde` (it's
symlink to .gtkrc-2.0) is created and content is correct for respective style.
I already previously posted content of it http://pastebin.com/9iNYe0j0 and it's
same for both home dirs.

Changing GTK theme, `~/.gtkrc-2.0` is correctly updated.

So seems whichever package/library reads `~/.gtkrc-2.0` doesn't do it for
`/home/tēst` as it have no effect. But it's same even if `~/.gtkrc-2.0` doesn't
exist.
