I just noticed one thing : I have found one way to "fix" this without changing
the locale.

I did this :
1) disable the "restore the manually saved session" and set to "start an empty
session"
2) stop kde session
3) rm .kde/share/config/session/*
4) restart kde, this starts a new clean session. The notification icon is back
and notifications are now attached to the taskbar icon again as it should be. I
can enable back the session to manually saved, problem fixed.

So may be an issue with old saved sessions in french only ? (are any other
locales affected ?)
