Even better, then.  Initially, I thought that the FD specification explicitly
ruled a behavior that is obviously wrong in case of panels placed across
screens (hence my wrong conclusion).  Now I guess that it merely does not
consider this case.
If this is the situation, it is just a matter to make a sane choice for a
behavior that is not ruled at all by the specs. This happens all the time in
all fields. Probably there is no need to wait for the body that provides the
spec (freedesktop) to provide an extended specification.
