There is no hierarchy here.

I brought this issue to the German translators mailing list and we will discuss
it.

I am with Stephan here. Renaming a game (or an app in general) just because its
name is considered "politically incorrect" in some country is not an option.
But as German translators, we might do something. I am not familiar with the
usage of the word "Zigeuner" and thus do not consider it offensive.
