Well here's what I could find:
1) I don't have <> (LSGT) button on my keyboard, so I could not test exactly
what you described
2) in the most recent xkeyboard-config the de layout has LSGT button defined
ONLY in dvorak variant and basic de does not have it
3) I tried to copy the LSGT definition to the key I have and it works just fine
with ch and de combined
4) you want to try "setxkbmap ch,de -option grp:ctrl_shift_switch" and see if
it works for you (you can even try it outside of kde)
I can't tell why you have this problem, but there's several guesses I have:
1) you have older keyboard layout definitions, you might wanna update
2) LSGT definition in de you have conflicts with combining it with ch
3) your options or de/ch layouts you have make AltGr behave differently
4) there's a bug in layout definitions
None of those above make it KDE fault, and the thing is that KDE does NOT
define the layouts and keys - it only allows to set them up and switch them. So
most probably you'd have to talk to xkeyboard-config maintainers.
I guess I could do a bit more analysis but then you'd have to:
1) try 4) from the first list (trying setxkbmap) and post the results
2) attach your kxkbrc file and ch and de layout files (from
/usr/share/X11/xkb/symbols or whatever your xkb path is)
3) provide the xkeyboard-config version you're using
although as I don't have LSGT key there's a good chance I won't be able to
precisely reproduce the condition.
