Perhaps the error message isn't that clear. Or, are you simply saying that API
was a poor choice of words?

Then perhaps you should read the tutorial:
http://techbase.kde.org/Getting_Started/Tutorials/D-Bus/Configuration
The tutorial contains a workaround. Therefore, there is a bug. It seems
pointless to argue about whether it is a KDE issue or a D-Bus issue since the
fact is that they do not work correctly together and that problem needs to be
corrected.
