This is not a bug you need to file with kubuntu. Its simply that having two
installations of kdevelop is not supported unless they're completely separate
from each other. In particular having one installation in a KDE prefix like
/usr will break using a second installation from elsewhere. This is a problem
on your system, nothing that we or the kubuntu maintainers can do anything
about. 

Just remove the system kdevelop and it'll be fine.
