For people who come across this report and want to change the default behavior
for SQL files - you simply need to change the priority of the highlighting
mode.

Tools -> Configure Kate -> Editor Component -> Open/Save -> Modes Filestypes
(tab) -> Select Database/SQL(MySQL) or Database/SQL(PostgreSQL) -> Increment
'Priority' field accordingly.
