1. is maybe due to the slow startup on windows and not a kate bug itself. I'll take a \
look on this - maybe it's a dbus problem. 2. + 3. you're mixing something up:
kate without command line arguments opens a new kate session
kate -u tries to attach to a kate instance.
At least on kde4.0.4/openSuSE 10.2. And on windows kate behaves the same way.
