Ah now i understand. :) 
 
Your first problem: 
This isn't a bug. The "Apply" button is only there for things u change in the right side of 
kmenuedit (therfore the seperator between those sides). So if u delete an item the 
change will be applied instantly. 
 
Your sorting and update problems with KMenu: 
K Menu does update on my side instantly, however, there are some cases where it 
doesn't. There is no way to sort the items in K Menu. 
You can file a bug containing this for "kicker" (thats the app containing the K Menu). 
 
I will close this bug now.
