If you take a look into the source, you can easily see, that this cannot be a 
kstart bug, because kstart is _way_ too simple for such a complex bug ;-) 
 
I workaround this by using kstart commands like: 
kstart --window gkrellm-host --alldesktops --skiptaskbar --skippager gkrellm 
-f, then moving the gkrellms to their preferred places, and let session 
management do the placement on next startup, which works pretty well for me. 
 
This is definitely a kwin glitch (but a minor one, IMHO).
