My opinion is that "zoom to window" is exactly what the standard wants to 
achieve with zoom-fit-best, and it is used this way by GNOME apps.
(Find me one example where it's used in a different way.)

Therefore, even if it looks different than the same icon in Tango and 
gnome-icon-theme, I'm convinced it fulfills the same purpose and can be 
swapped without problems while still conveying the right message.
