hi Antiphon,

sorry to disappoint you, but there is imho already this feature available 
since KDE 3.0 (maybe even since 2.0? i'm not sure.).
just try this in Control Center:
Appearance & Themes -> Icons -> Advanced -> Set Effect -> Colorize -> Color

et voila!
