Have you tried librsvg2?
(you need at least librsvg-2.1.1, version 2.0.1 shipped in Mandrake 9.0 and 
RedHat 8.0 is *too old*)

|  Hm, jimmac & tiggert (and tackat in the past) created complex &
| good-looking icons with Gimp ;-)

I think that we should try to creat eicons in vector format, not in raster 
one.
And GIMP has too many limitations, so investing time in GIMP work doesn't make 
sense, IMO.
