A quick web search failed to turn up a home site for these two packages (404s 
on a couple of likely sites).

- From reading some reviews, it seems that the main issue is tracking ideas 
about people, places and actions prior to bringing it all together as text 
(ie the things that generate ideas that end up as text in the wordprocessor).
There may also be some particular formatting issues (especially for a 
screen-play) that needs particular templating.

Some of the creative writers I've known used index cards. I kind of got the 
feeling that the story writing software was basically a specialised index 
card management tool.

If that is the case, perhaps http://www.tuxcards.de/ could be a useful tool.

If that isn't the whole problem, maybe you can explain further?
