It was posted to kde-devel and kde-cvs IIRC.

It's a feature (which is disabled for now by default) that displays the 
mimetype that appears most often in a folder as an Overlay-icon.

really small Screenshot attached. The icons look a bit blurry for 48x48
as the mechanism requests the iconloader to load a mimetype half of the size 
of the folder icon. As 24x24 (22x22) mimetypes haven't been painted yet this 
results in scaling (The small folder icon displayed on the screenshot is 
sharper because a 24x24-version exists.)

He, I'm very sure that SVG will always complement the set of bitmap-icons.
It won't replace them. 
Apart from that you can answer the question yourself:

KDE consists of a few hundred icons. Nobody will repaint all of them in a 
night. It will take some time. I'd already consider it a success if we have a 
few SVG icons among the other bitmap-icons. Also it still remains to be seen 
if the result will have much of an advantage.

Of course in the end it depends on you. If you feel like repainting all the 
icons as SVGs and get results which are better than the current icons right 
in time for KDE 3.1 then we will have SVG-icons by default. I won't make any 
guarantees though.
