I agree. In my experience it is very unusual for dvi files to be
distributed.  The author usually converts to postscript or PDF these
days.

I use kdvi all the time and have never had any difficulties.  I really
thought that the guts were just xdvi anyway.  It used to require xdvi
to be installed, and may still.  In some sense it really is just the
"wrapper" you said you wanted.  At least it used to be.
