It believe it switches the taskbar from showing task from the current
desktop (L=local?) to the ones from all (=A?) desktops.

You confusion is good proof for the argument that this button DOES NOT
belong there ;). Offering L and A is not very intuitive and I don't
think that function needs to be accessible that easy. That's why I vote
for putting it into a configuration dialog.
