It's a "I won't ever work in that anymore" thing.
I suppose it could be made to work with about any version of KDE.
The sources are in the same directory, actually.

In that form, I don't expect it to ever be released.
It's not The Right Way(tm).
I am confident some form of themes will appear sooner or later, and it 
should be better than that.
