I suppose sudo could take care of stopping/starting deamons.
It might be even possible to use sudo to allow the creation of certain
directorie structures or files.

I'm not a perl coder.. but maybe there is an interface to the sudo command.

Beside this.. it would be nice if the agent did have a special restricted
ldap bind account. At this moment it has full write access to the ispman
ldap tree.
