 Debugger crashing, but "save report" / "write core file" not crashing, is
 an exceptional case that occurs very rarely, if ever, I think? So we don't
 need to worry about that.

 Debugger is also included in the base system image, so it's always
 installed, no concern here.

 The window is a standard info window, we don't want to make it look
 strange for no real reason.

 So, moving it into the Debugger menu makes the most sense here. There's
 already a CLI command for it, adding a menu entry should be pretty easy.
