Drobbins wrote the following line on November 9th, 2002:
	"""
	This is set to what USE variables your package uses. If your
	package uses none, you must set it to IUSE="".
	"""
 
On the 12th of october, it was converted to what it is now by vapier (see
http://bugs.gentoo.org/show_bug.cgi?id=30924).

I personally don't know if IUSE is mandatory or not, sorry. I trust on the
docs... but here the docs are questioned :)
