Subject: [gentoo-doc] IUSE optional?

Hi All,
I was pointed to an ambiguity by a user with the new developer docs[1]
(btw, great work, i haven't read it for a long time and much of it has
been improved).
In the developer docs, it says that IUSE is optional, yet I remember
that previously, IUSE was mandatory, even if it was empty. Has this been
changed due to some sort of policy or is it a mistake?
The reason I ask is that I maintain a separate unofficial page[2] that
lists the common problems we get from user-submitted ebuilds, and I
stated that IUSE needs to be defined even if it is empty.
