The Project Description is dense and confusing.  I re-wrote it here it
is:

The KDE Project manages the QT and KDE ebuilds within Gentoo. Currently
this includes all KDE applications.  These will be put into function
specific herds because there are so many applications not all of which
are used by the KDE project developers.  The project will however still
support the teams that manage these applications, and will ensure that
they use the kde.org.eclass where appropriate.
