What about qt-3.1.2. There has been no mention of any ebuild for that.

Yes you are missing something. It's masked. Check
# grep qt /usr/portage/profiles/package.mask
=x11-libs/qt-3.1.1*
x11-libs/qt-embedded
=x11-libs/qt-x11-2.3.2
The comment in package.mask refers to bug #12538, so I suggest you check
that out if you really want qt-3.1.1
