  What do people think abouting changing the RADIUS_PACKET data
structure to include a 'int sockfd' element?  That will allow us to
modify the server to send duplicate responses to duplicate queries.
It will also allow the modules to handle the packet themselves, by
sending out their own reply packet.

  Also, I'd like to add a 'RADIUS_PACKET *reply' to the REQUEST
structure, for mostly the same reasons.  This will also allow the
modules to modify the reply attributes before passing them back to the
server.

  I don't think the changes are too large.  I'll try them out this
week, and if no one has objections, commit it in 5-6 days.
