Which one to use is always somewhat of a judgement call, but CONFIG seems more 
suitable here since whether to start an application or not is ultimately a 
decision that the user or system administrator has control over. As such it 
belongs in CONFIG. DATA on the other hand is aimed at resources that are 
required for the correct execution of applications.
