I was wondering, who is actively involved with measuring scheduler
performance on FreeBSD?

FreeBSD scheduler gurus may want to take a look at the Hourglass
tool written by John Regehr at University of Utah:

http://www.cs.utah.edu/~regehr/hourglass/

Hourglass has been used to measure scheduler performance
on Linux, FreeBSD 4.x, and Windows 2000.
