I think there are a number of reasons.  It is not the easiest code to
write.  You are basically hacking in some pretty low-level code to handle
the IPSec and that requires alot of time to get right.

I think one of the other big reasons is the obstacles the US goverment has
put in the way of crypto development.  I know that the restrictions on the
Linux development team border (more like cross the border) on absurd.
They cannot even give simple answers on mailing lists in order to avoid
the EAR restrictions.  Because of this, all of the development has to go
on off shore.  This makes for all sorts of delays and hastles.

Until there are freeware versions of the code or a major push by vendors,
it is not going to go far.  (Or maybe there has to be a <shudder> Win95
version...)  With the current export regs, I do not see that happening for
a while.
