The cycle is broken when Perl packages are build with enable perl_bootstrap
e.g. during mass rebuild.

For your case, you have to do these steps 
1. build perl-SQL-Abstract with perl_bootstrap set to 1
2. add it to buildroot
3. build perl-Class-DBI-Plugin-DeepAbstractSearch
4. build perl-SQL-Abstract with perl_bootstrap set to 0

It should solved your issue.
