As I understand it, WinCE only uses the iPAQ's USB port as a glorified 
serial port, whereas you are presuambly trying to use the Familiar 
usb-eth module to provide Ethernet over USB.
You could try the usb-char module instead just to see if that works.

# rmmod usb-eth
# modprobe usb-char
