Summary: Link Failure under Win32 with MSDEV

Initial Comment:
XML::Parser (and other projects that link against 
Expat) fails with link error 2001 "Unresolved external 
symbol _XML_DefaultCurrent".  To fix this problem, 
edit expat.h so that the function name 
XML_DefaultCurrent is preceded by the macro 
XMLPARSEAPI, as it is with the other exported 
functions.  Then recompile and reinstall Expat.
