axfrdns itself won't send notifies, but you can send them by other
means.  There's a tool for doing this on tinydns.org; you can add it
to your Makefile so notifications get sent whenever you update
data.cdb.

As for incoming notifications, you just need a log watcher to monitor
tinydns's log and refresh your zones when notifications come in.
