A friend and myself have skipped around from one ISP to another for the past few years. And for the past year or so, we have both been using VEI Internet and their no frills plan for $10.95 per month (no contract). What we were looking for was reliable dialups, fast data transfers, sustainable connections that won't drop periodically, and a cheap price. I regularly connect to them between 46K-52K and the usual data transfer is very good. If anything I would say that their service has improved over time. They are a national service BTW.

My current ISP, OneMain.com--who took over my initial ISP, IndyNet--will
be officially transferred over to Earthlink by July.  I really liked
IndyNet; they had good Mac support, they were just down the street from
me, & their tech support was helpful & understandable.  OneMain.com has
been lesser in all those areas, but since they kept my monthly unlimited
access fee to $15, I dealt with it.
I'm wondering if anybody is familiar with Earthlink.  They're going to
raise my rate to $20/month, but they'll also be giving me web-space for
a page (I don't have one now).  I've heard of them, & know they're a
fairly large ISP.  Can anyone say yea or nay about sticking with this
company?  Thanks.
