If you're looking for basics like a counter or a guestbook, I think
Geocities <http://www.geocities.com> offers those for free.  As far as I
know, there aren't any free web page services that offer a "free" cgi-bin.

There are a few places that let you run their pre-made scripts.  Check out
The CGI Resource Index <http://www.cgi-resources.com> and do a search for
"remote".  You might find a script that will do what you want.

resources covering a wide variety of aspects of CGI.
