I guess the above line is the problem. Some browser don't like it i the http
say content-type = text/html and the meta http-equiv add an charset. Newer
versions of Embperl handles this correctly, by scanning for such meta tags
and adding the charset to the http headers.

If you delete this line, does this change anything?

You don't need this line, Embperl output always Expires now.
