http://httpd.apache.org/dev/how-to-release.html is
kind of dated and yes is in need of an update, but
I've never bothered doing so (except for the last
1.3 release, I've been RM for 1.3 for the last several
years)....

The svn copy location however is

    https://svn.apache.org/repos/asf/httpd/httpd/tags/1.3/APACHE_1_3_MM
